<title>Drugs, elections, media.</title>

<description>The thesis describes the theory of agenda-setting together with the methodology of agenda-setting research, the relationship between politics and the media, and the media picture of drugs and its determinants, with the goal being to create a basis for the analysis of political agenda-setting in the media (MF DNES, Právo) in the period of the three months prior to the parliamentary elections in the Czech Republic in the years 1996, 1998, 2002, and 2006. The framing of drug issues in the media in relation to politics is identified in the qualitative part of the analysis. The proportions of the framing of the issue in the media and the political discourse are then analysed quantitatively. The conclusions of the thesis are that politics sets the drug agenda in the media in the pre-election periods, which was supported by the comparison of the way the media and politics frame drug issues, but not supported by the comparison of pre-election media frames and non-election periods. The qualitative study also discovered that in three of the four pre-election periods the drug issues were of great importance both to the media and in politics, as regards the legislative process in 1996 and 1998 and as regards the electoral campaign of one political party in 2006.

<title>The picture of drugs in the European media: decline in the criminal aspects</title>

<description>A meta-analysis of the REITOX reports of the EU member states, Bulgaria, Romania and Norway between the years 1996 and 2005 has shown that the picture of illicit drugs in the European media significantly differs between the new member states and the EU 15 states. The hypothesis derived about the diminishing count of criminal aspects of drug issues in the contents of the media, which is typical for the EU 15 states in the 1990s and the new member states after the year 2000, was tested on articles dedicated to drug issues in the observed period in MF DNES (Czech Republic, representing the new member states) and The Times (United Kingdom, representing the EU15). The hypothesis was proved, as was its reasoning, according to which the media picture of illicit drug use develops as a result of the work of the non-governmental institutions which are active in the field. This result is in accordance with the sociology of news production presented in the paper.

<title>Cost Minimalisation Analysis of the Screening of Tuberculosis Contacts in the Czech Republic (the current situation and proposed modifications)

<description>The study presents a cost minimalisation analysis of examination models for persons in contact with tuberculosis in the Czech Republic. The study draws on available cost data from the Czech Republic and clinical data from international studies. It calculates the costs of the MI model, which constitutes the current examination method for people in contact with TBC, with the use of the tuberculin skin test (TST) and X-ray examination, the MII model, which uses the in vitro release of interferon-gamma from blood cells (IGRA) and X-ray examination, and the MIII model, which is a two-step model using the confirmation of positive TST results by means of the IGRA test and X-ray examination. From the standpoint of the social cost (direct and indirect), the MIII model (two-step with the use of TST and IGRA – CZK 21,186 / 10 examinations) is the least expensive. This cost is, however, almost identical to the cost necessary for the MII model (only IGRA – CZK 22,551 / 10 examinations), which is simpler from the examination technique standpoint. The most costly is the MI model (TST – CZK 27,958 / 10 examinations), which has been used in the Czech Republic since 1986 and which is, furthermore, burdened with low TST specificity. The direct cost (CZK 16,175 / 10 examinations) is the lowest for the MIII model; the MII model has the lowest indirect costs (CZK 2,194 / 10 examinations). One of the most important findings of the study was that, despite its high price, the IGRA test does not present a significant increase in costs in comparison with the MII model, compared to the current type of contact examination.

<description>The paper provides an overview of basic tools to assess economic effectiveness and their implementation in the health care system. It makes a terminological differentiation between effectiveness, efficiency, and efficacy. The second part of the paper discusses the implementation of such an analysis and its potential impact on rational decision makers. Analysis of effectiveness for individual interventions should become a part of reform of the health care system.

<title>The media picture of drugs in the European Union</title>

<description>The goal of this study is to analyse the media picture of drugs in the European Union between the years 1996 and 2005 with the use of annual reports on the drug situation issued by national Focal Points. The most important findings are the differences between the old and new EU member states, despite the fact that the use patterns are comparable between the countries. Some trends are similar for both, while others seem to be following the patterns of old member states in new member states but later (such as a decline in the criminal aspects of drug use).

<title>Tabloidisation as a drug</title>

<description>In this thesis, the key indicators of so-called &quot;tabloidisation“ were identified and then phenomena related to these indicators were found in the so-called &quot;serious“ newspaper Lidové noviny. These indicators were: provincialism, panics, scandalisation, personalisation, populism, superficiality, and the choice of negative rather then positive aspects, all these in the context of referring to drug matters. The hypothesis was as follows. Lidové noviny, as a serious newspaper, underwent tabloidisation in the period between the years 1997 and 2004. Drug matters were chosen as a topic which indicates tabloidisation as a whole.

<title>Economic aspects of drug issues / price elasticity of illegal drugs</title>

<description>An economic overview of drug matters provides us with information on how drug users respond to changes in drug prices. Economic aspects of drug policy then differ in whether the demand for addictive substances is price-elastic or inelastic. Supposing that the demand for drugs is price elastic leads to the support of a liberal drug policy, while price inelasticity is linked to prohibition. The price elasticity of demand is explained by the theory of rational addiction, which also implies why monetary aspects can be more relevant to young people than preventive education. The work is aimed at both non-economists who have not encountered economic aspects of drug policy before and at economists who are not familiar with the topic of drugs.

<description>The Centre for Addictology, Psychiatric Clinic, 1st Medical Faculty of Charles University (member of the European Network on Drug Culture Research working group, led by Prof. Swensson of Sweden) has established cooperation with a number of universities. This working group conceived the intention of carrying out a partial project corresponding to a thematic area under Measure A of the grant call of the Research Support Fund financed by EEA. The subject under consideration is that of research into addictive substance use among adolescents from ethnic minorities, the related health and social consequences, and the prevention thereof, which is an issue that has been disregarded in the Czech Republic for a long time. The Centre for Addictology has made several attempts to investigate this area in the past. However, these were always limited by a lack of interest on the part of the competent authorities and institutions, insufficient support, and a lack of financial resources. Therefore, only small pilot studies were conducted. Nevertheless, these provide clear evidence that the issue in question poses a truly pressing problem for the Czech Republic and that, apart from the complications mentioned above, there is a low level of professional preparedness for and experience of such a specific research focus and preventive intervention programmes for these target groups. We believe that the project as proposed will provide the Czech party with the theoretical basis for a thorough understanding of the issue under consideration. In addition, the Czech party should benefit from the project by adopting know-how for working with the target group and by the establishment of instructional support for training in the issue delivered to practitioners and students. Apart from the above, the project will establish a partnership between two research
institutions, which will result in the development of a research framework for the issue under study. It is also our aim to work within this framework after the project has been completed.</description>

<title>EU-Dap TOT Network: European Drug Abuse Prevention Training of Trainers Network </title>

<description>The overarching goal of the EU-Dap TOT network is to ensure the quality control of efficacy-tested school-based programmes based on a Comprehensive Social Influence model during the dissemination stage. In such a prevention programme the interactive training of the teachers is an evidence-based and indispensable component. The trainers  themselves have to be trained in the ‘TOT’ concept, and with the diversity of languages and cultures in the EU, the ‘master trainers’ responsible for this training of trainers must rely on a standardised methodology, evidence-based and of high quality. This is realised by the EU-Dap drug abuse prevention network. Therefore the leading partners of this quality control project are installing the EU-Dap ‘Faculty’. </description>
